KUALA LUMPUR: Police will not use handcuffs against pregnant women, children or aged citizens arrested for suspected crimes, the home ministry said.
In a written parliamentary reply to Lim Lip Eng (PH-Kepong), it said exceptions were given to them under the Inspector-General of Police’s Standing Orders.
“However, if they turn out to be aggressive, we will not hesitate to handcuff them,” it said.
Lim had asked the ministry to state what suspects needed to be handcuffed and had to put on lockup attire when placed under detention.
The ministry explained that the orange jumpsuits were meant for individuals arrested for serious crime, and the purple jumpsuits for suspects involved in general crime.
“The cost of (each) jumpsuit is RM79.45 while the cost of laundry service is between RM4.60 and RM4.70,” it said, adding that their purchase was managed by the police’s logistics and technology department.
It also said it could not comment on how the Malaysian Anti-Corruption Commission (MACC) handled its suspects as it came under the purview of the Prime Minister’s Department.
Earlier this year, the Parliamentary Special Committee on Corruption, led by Senate president Rais Yatim, said there should be no “double standards” in the use of the orange jumpsuits by MACC detainees.
Rais said the suspects, regardless of their social status, should wear the orange attire, and noted that certain suspects were given exemption.
To a question by R Sivarasa (PH-Sungai Buloh) on the police’s investigations into preacher Idris Sulaiman for allegedly criticising Muslims for cleaning up non-Muslim places of worship after the December floods, the ministry said the case was still being investigated.
The investigation was being carried out under Section 298 of the Penal Code for uttering words that would hurt the religious feelings of a person.
It said the investigation papers will be sent to the Attorney-General’s Chambers for further action. - FMT
