How to Deal with Present Day Rulers and Systems?

HADITH # 16

حدثنا عبد الله حدثني أبي ثنا عبد الصمد ثنا حرب بن شداد بصري ثنا يحيى يعني بن أبي كثير قال عمرو بن زينب العنبري أن أنس بن مالك حدثه أن معاذا قال : يا رسول الله أرأيت إن كان علينا أمراء لا يستنون بسنتك ولا يأخذون بأمرك فما تأمر في أمرهم فقال رسول الله صلى الله عليه و سلم لا طاعة لمن لم يطع الله عز و جل

Anas bin Maalik (May Allah be pleased with him) narrate that M’uaz bin Jabal said, “O Messenger of Allah! If rulers come on who do not follow your Sunnah, and not take your order, so what do you order us regarding them?” Prophet Muhammad (Peace be upon him) said, “There is no obedience for the one who does not obey Allah”.

Reference: Masnad Abu Y’ala (Hadith # 4046), Masnad Ahmed (Hadith # 13248), Sh’uaib Arnaoot says that its chain can be called Hasan, al-Albani authenticated in Aj Jami’ As Sagheer, Haithmi says it contain ‘Amr bin Zunaib and I don’t know him, rest of the narrators are Saheeh. Ibn Hibban considered ‘Amr bin Zunaib to be trustworthy.

LESSONS FROM THIS HADITH

There is no obedience to rulers who leave the Sunnah of Prophet Muhammad and don’t rule according to Qur’an, because “There is no obedience for the one who does not obey Allah”.

HADITH # 17
عبد الله بن مسعود أن النبي صلى الله عليه و سلم قال سيلي أموركم بعدي رجال يطفئون السنة ويعملون بالبدعة ويؤخرون الصلاة عن مواقيتها فقلت يا رسول الله إن أدركتهم كيف أفعل قال تسألني يا ابن أم عبد كيف تفعل لا طاعة لمن عصى الله

Narrated Ibn Mas'ud: The Messenger of Allah said: "Some men will rule over you after me. They will kill the Sunnah and act based on bid'ah. And they will delay Salat beyond its time".

I (Ibn Mas'ud) asked: "If I meet them, what should I do?" The Messenger of Allah said: "You are asking me, O son of Umm Abdullah, what to do? There is no obedience to the one who disobeys Allah!”

Reference: Sunan ibn e Majah (Hadith # 2975), authentiacated by al-Albani in Saheeh Sunan ibn e Majah, and As-Saheeha.

LESSONS FROM THIS HADITH

Someone who is an enemy of Sunnah, and is innovating his own religion, and ruling according to it, it is so obvious that he is not to be followed, that Prophet Muhammad asked Ibn Mas’ud in surprise, "You are asking me, O son of Umm Abdullah, what to do?” and then again he repeated the rule “There is no obedience to the one who disobeys Allah!”

HADITH # 18
أخبرنا أبو عبد الله الصفار ثنا محمد بن إبراهيم الأصبهاني ثنا الحسين بن حفص عن سفيان عن أبي حصين عن عبد الرحمن بن بشير الأنصاري قال : أتى رجل فنادى ابن مسعود فأكب عليه فقال : يا أبا عبد الرحمن متى أضل و أنا أعلم ؟ قال : إذا كانت عليك أمراء إذا أطعتهم أدخلوك النار و إذا عصيتهم قتلوك

Abdur Rahman bin Basheer al-Alansaari reported that a man came and called Ibn e Masud (May Allah be pleased with him), so he turned towards him, so the man said, “O Abu Abdur Rahman ! When will (the ummah) go astray and how will I know? He said, “When there will be on you rulers, if you follow them, they will lead you to hell-fire and if you disobey them they will kill you”

Reference: Mastadrak al-Haakim (Hadith # 8424), the Hadith is mawquf, Ad-Dahabi authenticated it in his Talkhees. There is a similar narration in Masnaf Abu Shaiba (Hadith # 38389) and Masnaf Abdur Razzak (Hadith # 37234), with slight difference in wording: “if you follow them, they will lead you astray…”

LESSONS FROM THIS HADITH

Rulers will force us to enter a system, which will lead us to hell-fire, and if we try to revolt against them, they will crush us by their power; this is when the Ummah will go astray. Furthermore, there is a silent approval of rebellion against these rulers in the saying of Ibn Mas’ud (May Allah be pleased with him).

HADITH # 19
سيلي أموركم من بعدي رجال يعرفونكم ما تنكرون وينكرون عليكم ما تعرفون فمن أدرك ذلك منكم فلا طاعة لمن عصى الله عز و جل
“Some men will rule over you after me, who will show you what is not pleasing to you, and will dislike what is pleasing to you, whosoever from you reaches that time, then there is no obedience to the one who disobeys Allah”

Reference: Mastadrak al-Haakim (Hadith # 5530), hakim says it is according to the condition of the two shaikhs. Authenticated by al-Albani in As Saheeha (Hadith # 590). Narrated by ‘Ubada bin Saamit (May Allah be pleased with him).

LESSONS FROM THIS HADITH

It is not mentioned explicitly in this hadith but as the advice “then there is no obedience to the one who disobeys Allah” matches with the last two ahaadith, perhaps the disliked acts mentioned are not ruling according to the law of Allah.

HADITH # 20

أخبرنا أبو عبد الله محمد بن عبد الله الصفار ثنا محمد بن إبراهيم الأصفهاني ثنا الحسين بن حفص ثنا سفيان عن الأعمش عن عمارة بن عمير عن أبي عمار عن حذيفة رضي الله عنه قال : يكون أمراء يعذبونكم و يعذبهم الله

Abu ‘Ammar narrates from Hudhaifa (May Allah be pleased with him) that he said, “There will be rulers who would punish you and Allah would punish them”

Reference: Mustadrak al-Haakim (Hadith # 8342), ad-Dahabi says it is according to the conditions of al-Bukhari and al-Muslim.

LESSONS FROM THIS HADITH

Rulers will come when you revolt against them, disapprove them, you will be punished by them, but Allah will give them their return in the hereafter, because you were on the right.

HADITH # 21
اسمعوا هل سمعتم أنه سيكون بعدي أمراء فمن دخل عليهم فصدّقهم بكذبهم، وأعانهم على ظلمهم فليس مني ولست منه، وليس بواردٍ علي الحوض، ومن لم يدخل عليهم ولم يُعنهم على ظلمهم، ولم يصدقهم بكذبهم فهو مني وأنا منه، وهو واردٌ علي الحوض

Ka’b ibn Ujrah (May Allah be pleased with him) narrated Allah’s Messenger (Peace be upon him) came to us and we were nine people made up of five and four either of the two numbers representing Arabs and non-Arabs. He said, “Listen! Have you heard that there will be after me, rulers? If anyone goes to them and, despite their falsehood, vouches for their truth and, despite their tyranny, helps them over their oppression, then he does not belong to me and I am not his and he will not make it to my pond. And as for him, who does not go to them and does not aid them in their oppression and does not vouch their lies to be true, he is of me and I belong to him and he will come to me at the pond.”

Reference: Jami’ Tirmidhi (Hadith # 2259), Saheeh at Targheeb wat Tarheeb (Hadith # 2244), Sunan an Nasai (Hadith # 4207, 4208), Saheeh ibn e Hibban (Hadith # 283), Mustadrak al-Haakim (Hadith # 263, 264), M’ujam al-Kabeer (Hadith # 294, 295,296), Sunan al-Baihiqi al-Kubra (Hadith # 16445). Authenticated by al-Albani in Saheeh Jami’ Tirmidhi and Saheeh at-Targheeb wat Tarheeb and his grading of Sunan an Nasai, Shu’aib Arnaoot classified it as Sahih in his classification of Saheeh ibn e Hibban. Ibn e Hibban also quotes it from the father of Abdullah bin Khabab (Hadith # 284), Classified as Hasan by Sh’uaib Arnaoot.

Same hadith is narrated by Imam Ahmed with some addition, it starts as:
انها ستكون بعدي أمراء يكذبون ويظلمون
“Verily, there will be rulers after me, who will lie and be oppressive… ” (to the end of hadith)
Masnad Ahmed bin Hanbal, Hadith # 18151, Sh’uaib Arnaoot says that its chain is ‘Sahih’.
Another narration in Mustadrak al-Haakim (Hadith # 265) starts as:
أمراء يكونون من بعدي لا يهتدون بهديي و لا يستنون بسنتي
“There will be leaders after me, who will not take guidance from what I’ve brought, and not act according to my Sunnah (way)….” (to the end of hadith)
Another narration quoted by Tabarani in al-awsat (Hadith # 764) and al-kabeer (hadith # 354), which is found in Masnad At-Tayalsi (Hadith # 1164,1060) as well, starts as :

إن بعدي أمراء يعملون بغير طاعة الله
“There will be leaders after me, who will act without obeying Allah…” (To the end of hadith)

LESSONS FROM THIS HADITH

Rulers will come, who rule without obeying Allah, they will not take guidance from the Sunnah of Prophet Muhammad and Qur’an, they will also be oppressive, he who accepts them and supports them doesn’t belong to Prophet Muhammad and he who does not go to them, does not support them, and doesn’t accept their lies, for him is a glad tiding that “he is of me and I belong to him and he will come to me at the pond”.

HADITH # 22

خبرنا أحمد بن علي بن المثنى قال : حدثنا إسحاق بن إبراهيم المروزي قال : أخبرنا جرير بن عبد الحميد عن رقبة بن مصقلة عن جعفر بن إياس عن عبد الرحمن بن مسعود عن أبي سعيد و أبي هريرة قالا : قال رسول الله صلى الله عليه و سلم : ( ليأتين عليكم أمراء يقربون شرار الناس ويؤخرون الصلاة عن مواقيتها فمن أدرك ذلك منكم فلا يكونن عريفا ولا شرطيا و لا جابيا ولا خازنا(

Narrated Abu Saeed and Abu Hurairah: The Prophet (Peace be upon him) said: "Mentally deficient rulers will come to you, and make the most evil, worst people near to them, and delay the prayer (not pray it at the fixed time). Every one of you, who realizes that, must not be policemen, not a corporal, not a collector and not a treasurer with them."

Reference: Ibn Hibban (Hadith # 4586), Sh’uaib Arnaoot classified it to be weak, because he said Abdur Rahman bin Mas’ud is ‘majhul’, other scholars like Ibn Hajr Asqalani have classified him to be trsutworthy. Abu Ya’la (Hadith # 1115), Authenticated by Hasan Saleem, and he said Abdur Rahman bin Mas’ud is trsuthworthy. Tabarani Majma Sagheer (Hadith # 9498). Majma Zawaid (Hadith # 9225), Haythami said narrators are sahih and trustworthy. Classified as Sahih by al-Albani in Silsilah As-Sahiha (Hadith # 360) and he deemed the narrator to be Abdur Rahman bin ‘Abdullah. Al-Albani said that it had other chains too. In Saheeh at-Targheeb al-Albani classified it to be ‘Hasan lighairihi’.

Haakim has also quoted the hadith (Hadith # 4777), and he authenticated it. The same wording is also quoted in a ‘mawquf’ hadith from ‘Abdullah bin Mas’ud in M’ujam al-Kabeer and Masnaf Abdur Razzaq.

LESSONS FROM THIS HADITH

Rulers will come who will not rule according to the religion of Allah (delaying prayers is equivalent to not implementing Islam as it is), and will be pleased with evil, he who realizes this corruption, should not support these leaders. He should not be a policeman and help him implement the false laws. He should not be a treasurer and collector and manage the finances of his rule. So, no one should directly help him in his evil.

HADITH # 23
عن أبي أمامة قال : سمعت رسول الله صلى الله عليه و سلم : سيكون في آخر الزمان شرطة يغدون في غضب الله ويروحون في سخط الله فإياك أن تكون من بطانتهم

Abu Umama (May Allah be pleased with him) narrated that he heard Allah’s messenger say, “ In the end times, there will be police men who get up in the morning under the wrath of Allah, and get into the evening with the wrath of Allah, so beware, don’t be one of them”.

Reference: Tabari quoted in M’ujam al-Kabeer (Hadith # 8346).Authenticated by al-Albani in Saheeh al-Jami (Hadith # 3666). Ibn Hajr quoted it in Qaul al-Musaddad and he says its chain is ‘Sahih’.

LESSONS FROM THIS HADITH

Being a policeman, someone who implements the law, is not always a noble job, it becomes noble only when you enforce the correct laws (the laws of Allah), and someone who acts 24/7 to implement the accursed man-made laws is actually spending all his time disobeying Allah.

HADITH # 24

أبا هريرة يقولا قال رسول الله صلی الله عليه وسلم يوشک إن طالت بک مدة أن تری قوما في أيديهم مثل أذناب البقر يغدون في غضب الله ويروحون في سخط الله

Abu Huraira (May Allah be pleased with him) reported Allah's Messenger (may peace be upon him) as saying: If you survive for a time you would certainly see people who would have whips in their hands like the tail of an ox. They would get up in the morning under the wrath of Allah and they would get into the evening with the anger of Allah.

Reference: Sahih al-Muslim, Mastadrak al-Haakim (Hadith # 8344, 8347), Authenticated by al-Albani in As-Saheeha (Hadith # 1893). Also narrated by Abu Umamah (May Allah be pleased with him).
A narration in Mastadrak al-Haakim starts with “In the end of times…”

A narration in M’ujab al-Kabeer at-Tabarni (Hadith # 8000) starts as, “In my Ummah there will be people…”

Masnad Ahmed bin Hanbal (Hadith # 22204) also contains the words معهم أسياط: “with them they will have sticks”

LESSONS FROM THIS HADITH

Those policemen who are detested for their acts (like the previous hadith) would be from amongst this Ummah as well.

APPLICATION OF THESE AHAADITH IN THE PRESENT WORLD

With all the haram around, it is very tough to draw a line between halal and haram matters because of the so much doubtful matters in between. It’s very tough to say joining which organization is clearly haram, and in which case we'll be regarded as 'm'azur' (having a valid excuse). So, the best way out is to advise everyone, that if you are not participating actively to overturn the secular system imposed on you, atleast don't be a full-time employee of organizations which in essence strengthen the secular systems. All of us who are not actively participating against these systems are silent slaves of the secular systems, may Allah give hidayah to all those who are active slaves and protectors of these secular systems.

And there are people who argue that it’s allowed to be a policeman, but you should be ‘just’ to your job. I have few simple questions to ask these people:

Can you join a bank if you do your job sincerely and if your job doesn't involve direct involvement in Riba’? Why is it haram to be a security guard in a bank? Banks do many good jobs as well, it’s not only Riba’?

Can you join a robbing gang if you are just their taxi driver?

Can you join the US and NATO armies and just be their cook?

In the end, I would say, from a Muslim it is desired to involve in Halal, and keep away from Haram and doubtful things, And Prophet Muhammad had said “Both legal and illegal things are obvious, and in between them are (suspicious) doubtful matters. So who-ever forsakes those doubtful things lest he may commit a sin, will definitely avoid what is clearly illegal; and who-ever indulges in these (suspicious) doubtful things bravely, is likely to commit what is clearly illegal....." [Bukhari and Muslim], so one should not participate in organizations that strengthen the secular systems.
