PLUS says collapsed Cyberjaya flyover still belongs to PKNS



KUALA LUMPUR, Feb 28 – PLUS Malaysia Berhad denied today that the Selangor State Development Corporation (PKNS) had handed over the flyover near the Selangor Science Park 2 (SSP2) in Cyberjaya that collapsed today.
PKNS general manager Othman Omar said earlier today that the flyover was built by PKNS in 2007, but was passed over to the highway operator last March.
“It was built by the Selangor State Development Corporation (PKNS) and continued to be under the purview of PKNS till today,” said PLUS in a statement today.
“As safety of road users is our number one priority, the flyover was closed after a site visit by the Minister of Works on 7 December and (the) Malaysian Highway Authority (LLM) had diverted traffic at KM P2.4, at the interchange between the Putrajaya toll plaza and Putrajaya/Cyberjaya, on the Lingkaran Putrajaya stretch,” it added.
Othman said that the flyover was closed to repair a road that had begun to sink beneath it.
He added that both PKNS and PLUS began investigations last December after noticing damage to the flyover from excavation works.
Works Minister Datuk Seri Shaziman Abu Mansor said today that the flyover and the road below it were closed since December 7 last year, after LLM informed him of a shaky pillar holding up the flyover.
He added that the flyover and the road beneath it will remain closed until December 31, depending on the speed of repair works.
PKNS deputy general manager Abdul Ghani Hashim similarly said that the four pillars on the Cyberjaya side suffered from structural problems.
According to PKNS, the peaty land in the area caused the road underneath to sink, leading PLUS to hire a third party to run repair works.
PKNS insisted that the flyover was in perfect condition when it was handed over to PLUS, but pointed out that it was not designed to withstand deep excavation underneath that has caused structural disturbance.
Othman promised that works to rebuild the flyover would be started as soon as possible, with clean-up expected to take three weeks, and construction another eight months.
The flyover collapsed around 12.30pm today and appeared to have been broken into two pieces, causing a pipe running along it to burst.
PKNS confirmed that no one was hurt in the incident.
The flyover is an exit from the Elite Highway (KM P2.4) towards SSP2. The Lingkaran Putrajaya stretch below it is managed by PLUS.
Work on the RM7 million flyover by contractor BNI Construction started in October 2007 and was completed in November 2009. Four developers – PKNS, Utuh Aspirasi Sdn Bhd, Taraf Unggul Sdn Bhd, and Semai Ria Sdn Bhd – shared the cost for its construction.
The collapse of the flyover follows the collapse of the roof of the state stadium in Kuala Terengganu last week that hurt three workers. The roof was undergoing repairs from an earlier collapse in 2009, just a year after the RM270 million stadium was completed.
