BL1M chief Tengku Azman tells PKR to back allegations that driving institutes are being taken for ride.
PETALING JAYA: PKR was today challenged to provide proof of their allegation that driving institutes were only receiving RM100 for participating in Bantuan Lesen 1Malaysia.
BL1M programme chairman, Tengku Azman Tengku Zainol Abidin, said: “I dare PKR to prove that driving institutes make only RM100.”
“Their allegations are not true,” said Tengku Azman who is also Umno Youth’s Urban Affairs Secretariat (SHEB) chairman in response to PKR’s allegations yesterday.
Candidates under the BL1M programme pay RM199 to MYEG Services Bhd to obtain a B2 motorcycle driving license, however, only RM100 is given to the driving institutes.
“So we would like to ask, where does the remaining amount of RM99 go to?” queried PKR Srikandi head Siti Aishah Shaik Ismail at a press conference yesterday.
Launched on Jan 31 by Prime Minister Najib Tun Razak, the programme is carried out by Umno Youth and MyEG, which administers and implements it.
The test fee for youths who want to obtain class B2 motorcycle licence has also been reduced from RM261 to RM199.
PKR central council member Chang Lih Kang claimed the difference of RM62, incurred after deducting RM199 out of RM261, had to be borne by driving institutes.
As a result, driving schools are losing a total of RM162, claimed Chang.
Chang also revealed that one of the MYEG directors is Tanjung division Umno deputy chief Raja Munir Shah Raja Mustapha.
He went on to claim that the teaching quality under this programme would be compromised because of the low fees that driving institutes receive.
No compulsion on driving schools
Tengku Azman however today explained that the BL1M programme was initiated after a study showed that many are riding motorcycles without licences.
“A major hurdle for people in the rural area is the computer tests because they are not exposed to the internet and computers although they are good motorcyclists,” he said.
Candidates are required to sit for computer test three times before taking a written test.
“In most cases, they fail the computer test over and over,” said Tengku Azman who is also Bukit Bintang Umno Youth chief.
He dismissed Chang’s allegation that the low charges would affect the teaching quality.
“The driving schools are monitored by the Road Transport Department and we have roped in Malaysian Driving School Owners Association (Perpisma) as consultants.
“Are you telling me that they are not doing their jobs well?” he asked. “A similar programme was initiated in Jempol. We only made it available nationwide.”
On allegations that Raja Munir in MYEG is an Umno man, Tengku Azman said it made things easier for the public listed company to join the programme as Umno aims to help people.
He also said that BL1M is negotiating with the police to reduce the summonses incurred by BL1M participants since as it would be a stumbling block for them to obtain a licence.
Tengku Azman said that at present there are 210,000 BL1M participants nationwide and took pains to point out that driving schools were not compelled to participate in BL1M.
