N Korean diplomat immune from arrest, confirms IGP



The North Korean diplomat wanted in connection with investigations into the death of Kim Jong-nam is immune from arrest by local police.
In confirming this, inspector-general of police Khalid Abu Bakar said Malaysia would adhere to all procedures and protocols involved to question the man identified as the second secretary at the North Korean embassy in Kuala Lumpur.
"He has immunity so that's why I said we have to follow the protocol," Khalid told reporters when met after the Kuala Lumpur police Chinese New Year open house today.
According to Article 29 of the Vienna Convention, a recognised diplomatic agent is not liable to any form of arrest or detention by the receiving state.
Khalid also said that Malaysian police have submitted an official letter of request to interview the diplomat, along with another North Korean citizen identified as a staff of Air Koryo.
"If you have nothing to hide you don't have to be afraid," he further said when pressed on possibilities that North Korea will not cooperate with the investigation.
Channel News Asia this morning quoted a senior police source as saying the North Korean diplomat had allegedly sent off the four suspects who escaped back to Pyongyang.
Interpol help sought
Khalid added that the Malaysian police have sought assistance from Interpol to apprehend the four North Korean suspects who left the country on the day of the incident.
Police have identified a total of seven North Korean citizens as persons to be questioned on the murder of  Jong-nam, including the diplomat, an Air Koryo staff and one who has already been remanded.

"The ones with no (diplomatic) immunity are not a problem for us. We will look for them," he said.
Following Jong-nam's death, it was reported the North Korea national carrier had taken down its sign outside its office on Jalan Ampang.
Jong-nam died on Feb 13, after an unidentified substance was smeared on his face by a woman at KLIA2.- Mkini
