The National Registration Department (NRD) will set up a council to implement a national digital ID (NDID) - an identification system designed to improve digital security - by 2025.
According to the Communications and Multimedia Ministry, the council's mandate was to coordinate policy and amend the National Registration Regulations 1990.
"The NRD is in the process of developing the NDID platform and procuring the relevant equipment and systems in order to support the NDID implementation.
"The NRD is also responsible for planning and allocating human resources to meet the needs of the NDID programme," said the ministry in an email to Malaysiakini.
The ministry was responding to a request by Malaysiakini for an update on the progress of the NDID in view of privacy concerns stemming from the information that can be divulged through one's MyKad number, as documented in Malaysiakini's special report.
The Malaysian Communications and Multimedia Commission (MCMC), an agency under the ministry, had developed the NDID framework last year.
On March 1, Prime Minister Muhyiddin Yassin, in his MyDigital Blueprint speech, said the government aims to fully implement the NDID in 2025.
According to the reply by the Communications and Multimedia Ministry, the NDID can be used online and off, but will not be a replacement for MyKad.
"National Digital ID will allow citizens to provide multi-factor authentication (MFA) based on biometrics so that their identity can be identified and verified by the service providers before they can access the relevant service and provide any information to them.
"With MFA, it will provide a higher level of security to protect the user from unknown people attempting to access their personal information such as financial assets and medical records.
"In short, the NDID will provide more secure online transactions and reduce identity fraud," said the ministry.
The NDID MFA will be able to recognise ten fingerprints, irises and facial information. - Mkini
