Siri Baru Teori Ekonomi Auta : Dr M Tidak Faham DEB Gagal Sebab Konsep "Hapuskan Orang Tengah", "Agihan Kekayaan" (Distribution of Wealth), "30% Saham Bumiputera" Etc Tidak Terjumpa Dalam Buku Ekonomi

I have decided to use a new label called Teori Ekonomi Auta.  

It will be in either English, Malay or both. 

Tuan-tuan pembaca budiman dan bukan budiman, sila teliti apa yang saya tulis. Ianya sangat penting bagi kita memahami kenapa masyarakat marhaen terutama sekali orang Melayu (the ordinary people) masih ketinggalan dan mungkin berundur ke belakang. 

It is nothing new. I have been writing about these things for ages. 
But just to give it a new focus. Because we are NOT out of the woods yet.

The collapse in the oil prices, the corona virus shutdown and the lack of direction in the country will cost us plenty.

I have already written once before that among the reasons the New Economic Policy (NEP) failed was because the NEP (or DEB in Malay) tried to implement "economic" policies which cannot be found in any economics textbooks. 

It was NOT only thought up but worse than that it was implemented by people who had no idea about economics, business or finance.  And the way things have been happening this condition still persists. 

1. Dasar auta hapuskan 'orang tengah' 

For example lets take the idea to 'menghapuskan orang tengah'. 
This is among the strangest 'economic ideas' anyone could have thought up. 

To save you time, lets get to the conclusion of this nonsensical idea. 
Sesudah 50 tahun NEP orang tengah belum hapus pun. 
Instead ada banyak lagi 'orang tengah' yang kali ini memegang  'lesen besar' sebagai monopoli, oligopoly, GLC, agensi Kerajaan dan banyak lagi. Mereka pula jadi orang tengah baru. Kaum Yahudi baru sudah muncul. 

Petani masih miskin. Nelayan masih miskin. 
Peneroka Felda masih miskin. Pekebun kecil masih miskin.

Here is something from 1965 (that is 55 years ago) :

The paranoia with 'orang tengah' began over 55 years ago.

A people who had little or no pevious experience in business, economics or finance had suddenly become world class economists who had identified the cause of their failure in business - blame it on the "orang tengah" or middle men.

But where does this idea come from? Which economics text book or business management book has this idea that the middle men are bad for business?

If the middle men are bullying you, the solution is not to remove the middle men. 
One solution is to increase the knowledge base and information available on all sides so that the producers can negotiate better with the middle men. 

Another solution is to increase the number of middle men who will then have to compete among themselves to offer the producers a better price. This is called free market competition.

Ok now 55 years have gone by since the RM-2 (2nd Malaysia Plan) ended in 1965. Have you got rid of the middle men? Nope. Orang tengah masih ada lagi. 

Tapi sekarang Felda, FAMA dan agensi lain sudah ganti 'orang tengah'. Felda, FAMA dan agensi kerajaan pula jadi 'orang tengah'. Selepas 55 tahun berlalu peneroka Felda, petani FAMA semua masih belum kaya raya pun.  55 tahun dah berlalu tetapi secupak tak jadi segantang pun.

2. Dasar auta 30% saham bumiputera

And then they came out with the 30% bumiputera shares policy. Semua syarikat bukan bumiputera (yang bermodal RM250,000 ke atas) mesti ambil partner bumiputra untuk pegang 30% saham.  

Where did this 30% idea come from? 
From which economics textbook? 

Here is the recent shocker from Tun Daim Zainuddin about this 30% bumiputra shareholding policy. 

Nauzubillah !!  

Sudah 50 tahun berlalu. 
Ekonomi dah hancur. 
Tiba tahun 2020 hampir semua target DEB yang patutnya tercapai pada 1990 masih tak jadi. 

I say Tuan-Tuan, kalau sesudah 50 tahun pun target DEB semua masih tak jadi, isn't it sufficient evidence that the Dasar Ekonomi Baru was WRONG !!

Lepas itu Wawasan 2020 tak jadi.
Sekarang nak buat Wawasan 2030 pula. 

Flying car tak jadi.  
And akhir sekali  Dr Mahathir masih condemn orang Melayu sebagai pemalas. 

Bagaimana pula dengan kaum niaga dan industry (kaum bukan Melayu lah). 
Ramai bukan bumiputera fed up. 
Mereka terpaksa give up 30% daripada usaha titik peluh mereka kepada bumiputra.
Ada yang rela berkompromi tetapi ramai juga batalkan rancangan untuk membuka kilang baru, memulakan perniagaan baru dsbnya. 

So what happened after that?

What happened after that is apa yang kita lihat hari ini.
Peluang pekerjaan bagi anak kita pun sudah kurang.
Bila Cina tak buka kilang, usahawan lori tak ada bisnes
Bila tiada kilang makcik kantin tak boleh niaga kantin di kilang. 
Anak-anak kita yang kantoi SPM tidak ada peluang kerja di kilang.
Semuanya hancur lah. It is all connected. 

And then sekarang  setelah 50 tahun kaum DEB sesat di padang pasir Tun Daim pula kata :

1.  no scientific rationale behind NEP's 30% bumiputera target

2.  not sure how NEP's 30% quota came up

This is my point exactly.  

Just like the 'hapuskan orang tengah' policy, this strange 30% saham bumiputera idea has no basis in any economics book or in any logical thinking. 

Tidak ada dalam sebarang buku ekonomi.
Tidak ada dalam sebarang management text book.

These strange ideas have no scientific rationale. They are just plucked out of the sky. 

3. ASB has also failed.

That is why the ASB has also ultimately failed. Or it will fail. The ASB (Amanah Saham Bumiputera) was supposed to increase bumiputera "participation" in large corporations. 

After 42 years how much bumiputera participation has been achieved in large corporations ?  

But more importantly over the past 42 years how much knowledge have the makciks and pakciks who invested in ASB gained about business and industry?

They only know that borang biru keluar duit, borang merah masuk duit (or something like that). 

Ataupun Kaunter No 5 di Maybank itu untuk ASB.  That is all.  
After 42 years of ASB what has the community learned about business? Not much.

And what about the "wealth managers" at ASB itself? 
For donkey years the same fellow was managing ASB. 
As though tak ada Melayu lain yang boleh ganti dia. 
And now yang ganti dia pula makcik geriatric.  
What a lark.
Tak ada calon lain ke daripada 19 juta umat Melayu?
Tak ada calon laik ke setelah 50 tahun ber-DEB?

During the good old days of the CIC the ASB boys made easy money. 
CIC maksudnya Capital Issues Committee. 
Harga saham terbitan baru "IPO price"  dikontrol ketat oleh CIC. 
ASB pula selalu dapat saham buta kuota bumiputera.  
ASB cap duit lah. 
Boleh bayar dividen gila 9%, 12%. Easy money. 

Sekarang sudah tak ada lagi CIC. 
Seorang Gabenor Bank Negara punya jealous (masa itu) "terlibat" hapuskan CIC. 
Dia kata IPO prices will be decided by the market. 
So sekarang ASB dah tak boleh bagi 9% dividends atau 12% dividends.  
End of story. 

ASB punya latest dividends 5% ke apa - the lowest in a long time. 
Lagi baik invest duit dengan unit trust, fund manager swasta yang lain. 
Ada Unit Trust swasta masih boleh bayar dividen lebih 7%.
Mereka tidak perlu pun kuota 30% saham bumiputera.

Tetapi ASB masih nak eksyen. 
Sekarang ASB buat bangunan 118 tingkat pula. 
Kos bangunan RM5.5 Bilion !!  
Duit siapa pula tu? 
ASB tak ada duit sendiri. 
Semua duit pelabur.  
Patutlah dividen teruk. 
Habiskan duit bayar bangunan 118 tingkat. 
Siapa nak sewa 118 tingkat itu? 

Anyway balik kepada wal asal - Dr Mahathir masih cakap pasal 'wealth distribution' atau 'agihan kekayaan'.

A..g..i..h  itu adalah four letter word. 

Tuan-tuan percayalah 'agih' ini adalah satu lagi konsep dunggu yang tidak terjumpa dalam sebarang buku ekonomi, buku management atau mana-mana buku pun.
