He said school administrators must remain transparent in handling disciplinary cases, as failing to address them would allow injustice to continue and compromise the safety and wellbeing of students.
"I want to remind principals and teachers to take this matter seriously. It does not mean that when a case occurs and is publicised, the school has failed.
"If a teacher chooses to disclose the case, I respect it because they are not trying to protect the image of the school," he said at the Education Ministry's monthly assembly.
Anwar said parents should not have to accept their children being afraid to attend school because of bullying or abuse, regardless of the severity of the case.
"How can we as fathers and grandfathers accept that our children and grandchildren are still anxious about going to school because of bullying or abuse?
"I want change. Maybe the situation is improving, but the problem still exists. Whether small or big, no case must be ignored because that is where injustice begins," he said.
He said every form of violence and injustice must be nipped in the bud.
Anwar said the public had high expectations of the Education Ministry and teachers, and that isolated bullying cases often overshadowed the daily efforts of educators.
"If one child falls, it becomes a major issue, but when a million children are saved, it does not become news.
"One child falling becomes sensational news because we must be concerned and show sympathy towards them.
"But the million children who are supported every day through knowledge, food, discipline and care provided in schools do not attract attention because it is not sensational," he said. - NST
