The two are a former Felda director-general in his 60s who holds a Datuk title, and a former Felda Investment Corporation (FIC) chief executive officer.
Both men were arrested by the MACC on Sept 6 as part of investigations into alleged irregularities involving Felda and Felda Investment Corporation.
MACC chief commissioner Datuk Seri Abd Halim Aman said investigations into the KLVC case had been completed, with statements recorded from 30 witnesses.
Abd Halim was speaking to reporters after officiating the MACC Shooting Programme with the media at the Kajang Prison College today.
The witnesses included board members, Felda and FIC management personnel, legal advisers, valuers and representatives of law firms.
He said the commission would recommend that the two men be prosecuted in connection with the case.
"We will seek consent from the Attorney-General to proceed with prosecution.
"We may meet or present the case to the Attorney-General next week.
"If everything goes well and consent is obtained, charges could be filed in court the following week," he said.
Abd Halim stressed that MACC could only recommend prosecution, while the final decision on whether charges would be brought rested with the Attorney-General.
He said investigators were also examining allegations that Felda and FIC board members had not been provided with the actual information and valuations relating to the transactions under investigation.
The KLVC development is currently among MACC's priorities in its wider investigation into alleged irregularities involving Felda and FIC.
Meanwhile, Abd Halim said investigators were seeking documents held overseas as part of the broader Felda investigation.
He said MACC would seek Mutual Legal Assistance through the Attorney-General's Chambers to obtain the documents and facilitate the recording of statements from witnesses abroad.
The overseas component of the investigation would focus particularly on the United Kingdom and Saudi Arabia.
It was initially reported early this month that a former director-general of a statutory body linked to the Felda, who holds the title Datuk, was one of two people arrested by the MACC over alleged irregularities involving the sale of land belonging to the statutory body.
Both men, aged in their 50s and 60s, were arrested at about on Sept 6 after they were called to the MACC headquarters here to have their statements recorded.
They are suspected of being involved in alleged misappropriation, abuse of power and corruption in the appointment of a developer for a project in Kuala Lumpur.
The duo are also suspected of involvement in the sale of land belonging to the statutory body to a company with interests linked to the developer, allegedly without the knowledge of the body's board of directors and its subsidiary.
