Najib shocks with his shallowness & lack of ideas: MALAYSIA ON AUTOPILOT
100 days have passed since Datuk Seri Najib became the Prime Minister of Malaysia after the GE13.
The “100-day Benchmark” of a new administration was first initiated by President Roosevelt of the United States of America. In the first 100 days of becoming President, Roosevelt launched the New Deal; a series of domestic economic policies and initiatives. From then on, subsequent American Presidents were evaluated on their first 100 days in government administration.
In the context of Malaysia, Prime Minister Najib launched 11 new initiatives in his first 100 days after becoming Prime Minister in year 2009. Although most of the 11 initiatives were merely superficial; such as giving Touch ‘n Go discounts and so on, it did increase his publicity at the time.
In his second term, with one term of experience in hand, Prime Minister Najib should have been brimming with a variety of policies and ideas. Unfortunately, he did not announce any new policies or any meaningful policy changes.
In relation to the aforementioned, my office conducted a study of the Prime Minister’s public statements, as well as his statements on his Facebook and Twitter pages for 100 days. We categorised the study into 5 main topics: 1. New Policies and Policy Reform 2. Daily Administration 3. Greetings and Condolences 4. Attend Programme 5. Others.
Only 4 out of 308 tweets related to new policies
Over his first 100 days, he tweeted 308 messages. We were quite shock to see only 1% or equivalent to 4 tweets on new policies.
This is worrying because, we only have 4 new policies in this new administrative term. Other tweets were 49% daily administration, 27% Greetings and Condolences, 5% Attending Programmes, 18% Others. (See Attachment 1)
At the same time, right after the 13GE, our country was experiencing critical challenges. My office chose 10 issues or major challenges experienced in the first 100 days Najib was Prime Minister (see appendix). We categorized the 10 issues or news into 3 categories: 1. Politics 2. Economy 3. Socio-Criminal. (See Attachment 2)
We are of the opinion that all these challenges require for a leader of the Country who is clear, decisive and visionary. However, our findings showed that Prime Minister Najib once again failed.
In the 10 issues we focused on, the Prime Minister only answered or commented on 2 issues. He also only submitted one policy, which was to place the EC under the Parliament. Even that lacked further details after 77 days of being announced on the 1st of June 2013.
The conclusion we derived is that the Prime Minister has lost focus in leading the Country. He also lacks new ideas.
Malaysia now on autopilot
The Country is now operating on autopilot. Umno conservatives have “hijacked” issues and have become the voice of the government administration. The weaknesses of the Prime Minister have led to a Country that is not in control. This is a highly worrying situation.
In my opinion, Barisan Nasional dan Pakatan Rakyat must regain focus in their respective administrations. At this point, both BN and PR lack new ideas and policy focus. Malaysians want change and reform, their expectations are high.
While I have not studied other administrations, I wish to commend an Exco who has been focusing on his job and steadfast to push through policy reforms in his portfolio. YB Jagdeep Singh is now working to clean up mismanagement of low cost housing allocation process. This is the kind of focus that the rakyat wanted.
Therefore, I would like to urge all ministers and excos to refocus in managing the country. The people want leadership and new policy ideas to bring Malaysia to the next level.

文告:纳吉的百日施政
这个星期,是首相拿督斯里纳吉在505全国大选后的施政100日。百日施政的标准是由美国前总统罗斯福所提出,当时罗斯福总统提出了多项的新政策及治国概念,随后被统称为“百日新政”。往后的美国总统,也根据百日新政的模式,来让大众评价总统的表现及能干。
在马来西亚,现任首相纳吉在2009年成为新任首相后,在百日内提出了11项的新政策或施政概念。虽然这11项目只是表面上的改变,包括给予Touch n go的折扣,但是却成功提高纳吉的形象,让人有所期待。现在已是纳吉的第二届任期,他应该凭借着过往的治国经验及选民在505大选发出的强烈信息,进行更多的施政改革及改变。遗憾的是,纳吉迄今没有做出标榜性的新政。
我的办事处通过纳吉推特户口,分析纳吉在这100日来发表过的内容,然后把这些内容分成5个组别:1.)新政策/改变,2.)每日的行政工作,3.)出席活动,4.)祝福及哀悼,5.)其他。
结论是,过去100天以来,首相发出了308则的推文,但是惊讶的的是只有4则推文是有关新政策,占了比率的1%。这使人担忧,因为在过去100天来,只有区区的4个新政策。有关行政的推文有49%, 祝福及哀悼语有27%, 其他的18%及5%前往各州巡视。纳吉的面子书,也是同样的情况发生。(请看attachment 1)
在505大选后,我国也面对着几个非常重大的挑战,而我的办事处也选出了纳吉100日施政中面对最具严峻的10个课题(如附件)。同时我们也把这10大严峻问题分类成:1.) 政治及政策,2.)经济,3.)社会-罪案。(请看attachment 2)
我们认为,要一劳永逸解决这些严峻的课题,国家的领导人必须具有清晰的方针、坚定的理念及宏愿。然而,根据我们的分析纳吉只在两个课题给予简单的回应,同时宣布一个崭新,由朝野领袖组成的国会特别委员会以监督选举委员会的操作。奈何在6月1日宣布至今77天过去了,这个委员会仍没有任何的眉目。
总而论之,纳吉已经对治国理念失去了方向,他也无法提出创新的政策来改善国家的弱点,国家如今犹如“无人驾驶”。巫统内的保守派领袖已架空了首相的行政权,掌控了政府的话语权。纳吉的领导弱点,导致国家处在一个不稳定的情况里,而这显然是令人担忧的。
我个人意见是,无论是国阵或民联都应该注重在于国家及州行政上。现在,国阵及民联都没有在100天的施政上给予人民亮丽的表现。人民都冀望有更好和创意的政策出来,因此最体贴人民的政策应有所提出,人民的期望是高的。我还没有针对其他的州政权进行施政分析,不过我给予槟州行政议院佳日星高度的评价。尤其是在廉价房屋的政策上,他提出改善瑕疵或弊端的方案值得赞赏,使更多有需要的人民受惠。
因此,我呼吁无论是中央及州政府, 国阵或民联,都应该注重回在行政工作及施政上,把国家管理至更好,这是人民最大的期盼。
