Chief secretary: Many civil servants still don't grasp Madani concept

 


Chief Secretary to the Government Shamsul Azri Abu Bakar today disclosed that many civil servants have yet to fully grasp the Malaysia Madani concept.

He said the concept is more than a slogan but a guiding ethos to be practised comprehensively.

He added that while a large number of public officers have been exposed to Madani initiatives, efforts must continue to ensure no one is left behind in understanding the concept set out by Prime Minister Anwar Ibrahim.

“Although I have been informed that 1,558,240 civil servants have received exposure to Malaysia Madani through various approaches, only 684,417 have completed the dedicated module via Epsa Intan.

“This exposure must continue. No one should be left behind. It is the responsibility of department heads to ensure every staff member understands the prime minister’s aspirations,” Shamsul said at the Selangor-level Jelajah Taat Setia (Tour of Loyal Obedience) Madani programme.

He also urged heads of departments to reinvigorate communication with their staff, moving beyond a narrow focus on rewards or grades.

Instead, he said promotions should be based on performance, transparency, integrity, and meritocracy, without favouritism or exclusion.

Addressing new challenges

At the same event, Selangor Menteri Besar Amirudin Shari said the Madani framework has become increasingly relevant as Malaysia faces new challenges, including a global energy crisis.

He noted that, unlike the Covid-19 pandemic, which disrupted demand, the current situation involves more supply constraints affecting markets.

Amirudin added that the Madani framework emphasises unity, stability, constitutional principles, and national sovereignty as key pillars of progress.

“All these require collective effort to tackle the crisis that may affect people’s livelihoods and the nation’s sustainability now and in the future.

“This is precisely when we must safeguard unity and stability, as they will determine our success in navigating the crisis,” he said.
