The making of a sustainable coalition according to Azalina

A sustainable government will need a shared agenda and policies agreement along with the opportunity for participation by parties and lawmakers, said Penggerang MP Azalina Othman.
In a series of tweets today, Azalina said many ingredients must be in place for a coalition government comprising of political parties with diverse ideologies.
"Step 1: Ensure that the coalition government shared agenda and policies agreement is endorsed by all members of the coalition to formally cement the agreement," wrote Azalina.
While Azalina never referred to any specific coalition, her series of tweets come at a time when Perikatan Nasional (PN) coalition government has not made their policy agreements public, if it exists at all.
This was unlike BN or Pakatan Harapan coalitions, which went into elections with formal agreements.
PN was cobbled together towards the end of February comprising of Bersatu, Umno, PAS, Gabungan Parti Sarawak and other MPs to form a government.
Azalina said the next step was to set up ground rules for cabinet meetings, which includes pre-cabinet meetings to ensure adherence to the shared agenda and policies agreements.
"This is important to minimise in-fighting and backbiting," she said, adding that pre-cabinet meetings can include party representatives and technical experts.
Azalina said that an informal mechanism was also necessary to ensure that parties and backbenchers can influence policy.
"Pay careful attention to frontbench vs backbench dynamics. A coalition government requires unceasing management of 'uneasy relationships' in order to engage and promote mutual 'fellowships'," she wrote.
This was Azalina's second series of tweets of coalition governments after her "How to set up a coalition government 101" series two weeks ago.
Her earlier series had highlighted the need for a common agenda agreement and proportional representation in the executive.
