NSC greenlights ‘green travel bubble’ to boost domestic tourism

Limited inter-state travel will be allowed from this Sunday (Nov 22) under four specific conditions.

Defence Minister Ismail Sabri Yaakob (above) said the National Security Council’s (NSC) decision to approve the “green travel bubble” was due to the need to aid the struggling tourism industry.

A "green state" refers to a state under a recovery movement control order (MCO). A "red state" refers to one under conditional MCO. A "green district", meanwhile, is a district that has not recorded any Covid-19 cases in the past 14 days.

The four types of permitted travel are as follows:

Cross-district travel within green states

No police permission needed.

Example scenario: Travelling from one district in Pahang to another.

Travelling between green states

No police permission needed.

Example scenario: Travelling from Pahang to Terengganu.

Travelling from a green state to another green state via a red state

Police permission is required. Travellers must head straight to their destination and not make any stops in red states.

Example scenario: Travelling from Pahang to Johor via Negeri Sembilan.

Travelling from a green state to a green district in a red state

Police permission is required. Travellers must head straight to their destination and not make any stops in red states and red districts.

Example scenario: Travelling from Pahang to Tampin, Negeri Sembilan.

The Tourism, Arts and Culture Ministry is expected to issue detailed standard operating procedures (SOPs) soon, Ismail added.

Come Nov 22, the states under a recovery MCO will be Pahang, Perlis, Terengganu, and Malacca along with most of Kedah, Johor, and Sarawak.

The states under conditional MCO, meanwhile, will be Kelantan, Selangor, Penang, Perak, Negeri Sembilan, and Sabah, as well as Kuala Lumpur, Putrajaya, and Labuan. - Mkini
