‘False complainants’ harass civil servants via online complaints system

PUTRAJAYA: Since becoming a civil servant, Aisara (not her real name) has served with integrity, and without being the subject of any complaint from the general public.

However, Aisara, who is in her 40s, claimed that all this changed after she became a victim of false complaints filed via the Public Complaints Management System (SISPAA) recently.

SISPAA is an online platform for the public to file complaints against civil servants, make enquiries, and give suggestions regarding government services. The information can be accessed by the Public Complaints Bureau (PCB), ministries, government agencies and state governments.

Aisara said the platform is a nightmare for civil servants and has made them open to baseless accusations, which may result in potential disciplinary action that could affect their careers.

“I have had to face baseless accusations and have been questioned by an integrity officer,” Aisara told FMT.

“Fortunately, I managed to prove (the complaints against me) were without basis, and escaped disciplinary action.”

This came after Aisara was contacted by a person who claimed to be close to a group of “complainants”.

The person, whose identity was not revealed, told Aisara that the “complainants” comprised a group of women in their 20s who were targeting experienced public officers by making false complaints through SISPAA.

Aisara also claimed that five members of the group used multiple email accounts to lodge complaints against officers to make their targets seem “really problematic”.

She said a check with the Malaysian Communications and Multimedia Commission (MCMC) confirmed that numerous complaints about her originated from this particular group.

“This group looks for victims and attacks them en masse on SISPAA and social media,” she said.

“Even if the complaints are eventually dismissed, the affected staff members are advised to delete their social media accounts, and I was informed that is part of the group’s objective.

“According to my sources, the group does this for its own satisfaction,” she said, claiming that, like her, “dozens of civil servants” have fallen victim to the scam.

Aisara said she plans to file a lawsuit against the five “complainants”. She also hoped that improvements will be made to SISPAA to protect civil servants from being wrongly accused of improperly carrying out their duties.
