No such thing as a minority report, says Pandikar
The Dewan Rakyat speaker has rejected Pakatan Rakyat's motion to amend the report by the parliamentary select committee (PSC) on electoral reform tabled today, by appending a minority report.
Speaker Pandikar Amin Mulia (right) declined the motion filed yesterday on grounds that there is no provision under the Standing Orders that gives him the "powers" to change the report.
"There is no such thing as a minority report," said Pandikar, citing excerpts of parliamentary practices in New Zealand.
The rejection, however, had the opposition MPs up in arms, arguing that there are precedents for minority reports to be attached to reports in other Parliaments in the Commonwealth.
