RSN Rayer also questions how the company had been entrusted with handling hundreds of millions of ringgit in bail deposits.

RSN Rayer (PH-Jelutong) said the identities and backgrounds of those with significant influence over the company’s operations should be disclosed to Parliament.
He questioned how Dapat Vista had come to handle hundreds of millions of ringgit in bail deposits, and whether the authorities had looked into the company’s background, capabilities and experience.
“Have the authorities investigated when the company was established, the people operating it, and whether they have legal degrees or are former judges, executives or accountants with trustworthy qualifications?” he said in the Dewan Rakyat today.
While Rayer acknowledged that e-Jamin had made it easier for family members to post bail compared with the previous system, which required them to go to a bank, he said concerns arose when large sums were involved.
He asked what would happen if a large sum, such as RM500,000 or RM1 million, was deposited with the company as bail and it was later found that the company could not return the money once the case was concluded.
Earlier today, the PAC called on the judiciary to develop its own online bail payment system to ensure full government ownership of the data.
PAC chairman Mas Ermieyati Samsudin said Dapat Vista’s five years of operation without a contract amounted to an excessively long period of financial non-compliance.
The committee found that as of Dec 31, 2024, Dapat Vista held RM193.71 million in bail deposits in its own commercial account instead of a consolidated trust account.
The PAC also identified an unverified discrepancy of RM557,258 between e-Jamin’s records and the company’s bank statements. - FMT
