The DAP Youth leadership has filed a MACC report as a follow-up to the findings of the Public Accounts Committee (PAC) report on the Road Charge Collection System (RC) and Foreign Vehicle Admission Record (VEP) Project presented in the Dewan Rakyat yesterday.
DAP Youth chief Howard Lee, its Kuala Lumpur head Lee Bing Hong and national secretary Teh Hoong Keat lodged a report this afternoon calling for the MACC to look into the issues raised in the report and charge those implicated in wrongdoing.
The DAP Youth leaders claimed in their report that the PAC's findings had exposed the abuse of power by several parties.
They called on the MACC to look into the actions of former prime minister and finance minister Najib Abdul Razak, who had given approval for direct negotiations for the project involved without strong justification on June 11, 2015 upon the request of then transport minister Liow Tiong Lai.
"Liow applied for approval from Najib for direct negotiations with TC Sens Sdn Bhd even though MCA MP Wee Jeck Seng was a 25 percent shareholder in the company," the DAP Youth report claimed.
They also asked the MACC to look into Wee's role in the matter as the PAC report had deemed that undue political influence played a role in the decision to go for direct negotiations.
Yesterday, PAC chairperson Wong Kah Woh presented a report which put the spotlight on political influence in the awarding of contracts to TC Sens which was appointed by direct negotiations, not an open tender, and involved two separate contacts at a cost of RM149.45 million.
The contracts awarded to TC Sens were a Capital Expenditure Contract (Capex) amounting to RM45.15 million and Operational Expenditure Contract (Opex) amounting to RM104.30 million.
The committee found that there was no solid justification for allowing the projects to be awarded through direct negotiations, Wong said.
"MPs also need to declare business interests to the ministry in charge if the business involves government projects," said the PAC in its report.
The report mentioned that the selection of TC Sens, which was submitted by Liow to Najib, was done without a comprehensive evaluation with respect to the financial and technical capabilities of the company to implement the RC/VEP system project, Wong added.
"The committee also found the existence of political influence in the appointment of contractors/vendors for RC/VEP system project through direct negotiations," he said.
PAC reported finding weaknesses in the administration and implementation of contracts, namely a 16-month delay in signing the RC/VEP system project contract, the appointment of a third party in the implementation of the RC/VEP system without gaining approval from the ministry and the premature issuance of payment.
The RC/VEP system project was completed late, Wong added, highlighting that the role of the contactor as a vendor and not a competent solution provider had caused such delays. - Mkini
