'IGP acts like Umno man over 12 intruders'


A PKR MP has ticked off Inspector-General of Police Khalid Abu Bakar for "acting like an Umno politician" with the 12 people who forcefully barged into the Penang legislative assembly.

In that incident last Wednesday, the intruders, comprising members of Umno, Perkasa and the Federation of Peninsula Malay Students, barged through the state assembly gates, and one of them tried to climb up the speaker’s table, looking for Seri Delima assemblyperson RSN Rayer.

Alor Setar MP Gooi Hsiao Leung said today Khalid should not blame the people or opposition for slamming the police as “biased” because the force under him had failed to act quickly and instantly to stop the pro-Umno supporters from barging into the House.

“They failed to act impartially, professionally and immediately when confronted with the incident which took place last Wednesday, with parliamentary democracy and rule of law coming under siege,” Gooi said when contacted.

“The fact is the police were there in numbers and failed to act immediately to stop the intruders raises serious question about who are they protecting - Umno or the elected assemblypersons in the Dewan Negeri,” Gooi added.

“At one point the police stopped journalists from entering the House. Why is it they can’t go in when the gangsters were allowed to? Are they working for Umno or for the nation?” he asked.

Gooi said Khalid had also spoken like an Umno minister when he urged all quarters to think twice or thrice before making statements as they may undermine the peace and security of the state.

Khalid (right) said at a press conference in Penang last Thursday that the police were using suitable laws to probe the 12 under Section 147, 427 and 448 of the Penal Code for rioting, committing mischief and trespassing.

But Gooi accused Khalid of “trivialising” the matter when using sections that deal only with minor offences when the 12 committed a criminal offence by barging into a public institution.

The group also committed criminal intimidation as they were looking for Rayer for directing the word ‘celaka’ at three Umno leaders, Good said.

“Their act was a direct insult to the Governor of Penang, who heads the state and represents the Yang di-Pertuan Agong,” said Gooi, a lawyer by profession.

He wants the police to use Sections 124 and 124B of the Penal Code instead, which deal with offences against the state.

Section 124 should be used on the group for criminal intimidation or attempt to assault an assemblyperson, where the punishment is up to seven years’ jail tem with a fine upon being found guilty, Gooi explained.

Section 124B deals with someone who directly or indirectly commits an activity detrimental to parliamentary democracy, for which the guilty can be punished with a jail term of up to seven years and fined, he added.

Gooi will be writing a letter to Attorney-General Abdul Gani Patail to ask for stricter charges against the 12, despite Khalid saying he had used suitable laws to deal with the intruders.
