AFC proposes 94 new articles in FAM statutes

KUALA LUMPUR:
The Asian Football Confederation (AFC) has proposed widespread changes to the Football Association of Malaysia’s (FAM) statutes, which will be tabled at its extraordinary congress on Thursday.

AFC secretary-general Windsor Paul John said the 94 new articles were part of sweeping governance reforms aimed at modernising Malaysian football and aligning FAM with international governance standards, practised by leading football nations.

Among the major proposed changes is the restructuring of FAM’s executive committee, which will be reduced from 17 members to 11.

Under the proposed statute, clubs competing at the highest level of Malaysian football, particularly Super League clubs as well as expert groups representing coaches, referees and players, will be admitted as FAM executive committee members with voting rights.

“So we have now our proposal: one seat for the president; three for the vice-presidents; three for state football associations; two for clubs; one for women; and one for the expert group consisting of referees, coaches or players’ associations.

“So altogether, the executive committee will be made up of only 11 people. It will be a very lean team, and we hope they will be able to deliver,” he said at a press conference here today.

FAM’s entire executive committee for the 2025-2029 term resigned en-masse in January amid a scandal surrounding naturalised players.

Stricter eligibility criteria

Windsor said the proposed statute also introduced stricter eligibility criteria for candidates contesting positions within FAM.

Candidates must have held positions in football administration for five consecutive years, be below 70 years of age, and pass background screenings by the police, the Malaysian Anti-Corruption Commission, and the insolvency department.

He said all ordinary decisions at the congress would require only a simple majority to pass, while amendments to the statutes would require a three-quarter majority vote.

Windsor said that if delegates did not agree with the proposed draft statute as a whole, any objection must be backed by proper justification and an alternative proposal.

“You cannot stand up and say: ‘I don’t agree.’ When it is time to vote, you vote — but if you have a better proposal, say so.

“And when you give that suggestion, you have to tell me why it is better,” he said.

Windsor also said the AFC would table an audit of FAM’s management at the extraordinary congress.

He said a special AFC team, led by its deputy secretary-general Vahid Kardany, together with several consultants, would carry out an assessment before presenting a report with recommendations for improvements to FAM. - FMT
