Minister, deputy not in - Himpunan Hijau sees red


Himpunan Hijau chairperson Wong Tack’s attempt to obtain a copy of the Lynas Advanced Material Plant (Lamp) permanent disposal facility (PDF) plan proposal has hit a brick wall.

NONEWhen he went to the Science, Technology and Innovation Ministry this morning, the minister Ewon Ebin, his deputy Abu Bakar Mohamad Diah as well as secretary-general Rosli Mohamed were not in.

Ewon had confirmed that the Australian company had submitted the proposal to the ministry early last month.

Speaking to reporters, the Himpunan Hijau leader said he would give the ministry three days to contact and meet him, failing which he vowed to mobilise more people to go to the ministry until they get the relevant documents.

Wong and other Himpunan Hijau members arrived at the ministry in Putrajaya at 11am.

They were received by the ministry’s managing department senior secretary Khairulazli Othman and industry department secretary Mohd Khairul Adib Abd Rahman.

After nearly an hour of negotiation, Wong was told that the minister, deputy minister and secretary-general were not around and they was unable to provide them the documents without approval from the top.
'Visit announced 10 days ago'
Wong expressed disappointment with the minister for not meeting him and providing him with the PDF proposal document.

The Himpunan Hijau leader, who did not fix an appointment, said he had announced the visit 10 days ago during a press conference in Kuantan.
 
“We want to meet them for sure, we know that they are not willing, not paying attention to our visit. This is disappointing,” he added.

Wong stressed that he wanted the document to “clear the confusing statement” made by all the ministries and government agencies involved.

He said that he had provided his contact number to the ministry.
 
“I will give them three days, (until) Monday. I want to hear something by the end of Monday, on whether they are going to receive us or make public the document that they claim to have,” he said, adding that he believes the ministry does not have the document.
Ewin told Parliament early last month that Lynas had submitted its PDF plan to the government, albeit on the last day of its deadline after the company received the temporary operating licence (TOL) ten months ago.

However, he did not disclose the location of the intended waste facility, merely saying that the ministry was still poring over the plan. 

A week later, former science, technology and innovation minister Maximus Ongkili also claimed that there is no need for Lynas to disclose its PDF plan, which was contrary to the five conditions attached to the issuance of TOL.

Meanwhile, Abu Bakar said that the PDF will only be necessary should Lamp fail to recycle the rare earth waste to by-products. 

This also contradicted the statements made by four ministers before the general election, which stressed that Lynas must export the waste to fulfill its TOL condition, otherwise the licence would be revoked.
