RM1m DBKL app 'no longer cares'?



Kuala Lumpur City Hall (DBKL) has been urged to explain why its mobile app KLCares, which was allocated RM1 million, appears to be defunct now after only one and a half years since its launch.
"I want the mayor, the person in charge, to come clean.
"What happened to this app? Why is it so expensive? Why is (the cost) so high and why is it not working anymore?" Segambut MP Lim Lip Eng said in a press conference in Kuala Lumpur today.
He said he has been trying to contact DBKL on this matter since Wednesday, with little success.
The KLCares app, which was meant to facilitate management of public complaints, is no longer available on the iPhone app store, he said.
While the app can still be downloaded on the Google Play Store for Android users, Selayang assemblyperson Yew Jia Haur said there are difficulties logging into the app.
A number of reviewers for the app on the Google Play Store also complained about failing to register or log into the app.
Yew also compared the cost for the app to the cost of the Selayang city council (MPS) app, which was RM27,000.
"The Selayang app cost RM27,000 only. About three percent of the cost for DBKL to develop KLCares. The functions are the same," he said.

He also pointed out that the two apps launched around the same time, with KLCares being launched in July 2015 and MPS' app coming out slightly later that same year.
The MPS app, which is available on both iPhone app store and the Google Play Store, is still running now, he said.
When the KLCares app was launched in 2015, it was touted as a way for users to lodge their complaints on the go.

  1. KLCares cost reported as RM80k is reasonable. MPS apps, user MUST register "outside" the apps. KLCares, user can register using the apps. The apps design & security level are different. MPS apps considered as non secure apps easily approved by Google Apps & iOS store. KLCares apps considered as secured app and must comply with Google Apps & iOS store strict security compliance.
    Please don't compare cheap apps having simple sending & receiving information function with complex apps having secure registration function and log-in that must comply with Google Apps & iOS strict security screening.
