Bill consideration committee seeks feedback on IPCMC changes



The Special Select Committee on the Consideration of Bills is seeking public feedback for improvements to the Independent Polic Complaints of Misconduct Commission (IPCMC) Bill 2019.
Its chairperson Ramkarpal Singh (above), who is also the Bukit Gelugor MP, today announced that the committee will hold four sessions for public consultation each in Johor, Penang, Kuching and Kota Kinabalu.
"We invite all stakeholders to come, be it those who are for the IPCMC or against, to present their proposals. We take in all views.
"That is our task at this stage, to collect as much information as possible to produce a report within a month," he said.

Ramkarpal said the committee had last week heard feedback from the police force as well as NGOs and academics.
The IPCMC Bill 2019 was tabled in the Dewan Rakyat in July for MPs to scrutinise.
Following public feedback, the government sought to introduce several amendments to the bill at the committee stage but this received brickbats from the opposition who said if the government intended to make many changes, then it should first go to the Special Select Committee on the Consideration of Bills.
Subsequently, the Dewan Rakyat on Oct 14 approved a motion to refer the bill to the special select committee.
Ramkarpal said the committee has been tasked to come up with its recommendations to the Dewan Rakyat no later than Nov 18.
