Pandikar to decide if Rafizi's arrest puts IGP in contempt

PARLIAMENT Dewan Rakyat speaker Pandikar Amin Mulia will decide tomorrow if the arrest of Rafizi Ramli (PKR-Pandan) just outside Parliament gates, is in contempt of the House.
Johari Abdul (PKR-Sungai Petani), who is PKR whip, brought the matter to the House's attention and requested a ruling from the speaker.
He cited a resolution traditionally tabled at the start of parliament sittings, which stated the inspector-general of police should ensure the smoothness of traffic heading toward Parliament.
"An instruction has been given to the IGP so that the MPs progress to and leave Parliament (without any hindrance).
"My question is if (the IGP) has breached the speaker's instruction," he said in Parliament.
"This is not about Rafizi only, but if the instruction has been observed," he added.
Rafizi was arrested and treated as though he was a member of Islamic State (IS) by the police when he left Parliament, said R Sivarasa (PKR-Subang).
"Does the House allow this kind of action ?" he asked, adding that IGP Khalid Abu Bakar may be in contempt of Parliament as Rafizi's arrest just outside Parliament gates may contravene the top cop's undertaking to ensure smooth travel for MPs to and fro House proceedings.
Agreeing, Sim Tze Tsin (PKR-Bayan Baru) asked the speaker to call Khalid to come to Parliament and explain the matter.
Deputy Speaker Ronald Kiandee who chaired the sitting, said the speaker, who was watching the live telecast of the sitting, will gather the information and make a decision tomorrow. -Mkini
