Hadi: PAS central leadership handles administration, not syura council

 


PAS president Abdul Hadi Awang has stressed that the party’s central leadership is responsible for administrative matters and appointments at all levels, including oversight of state governments administered by the party.

He said the syura council is not involved in administrative affairs so long as the administration does not contravene party policy.

“PAS central, elected and appointed by the PAS central annual assembly, has the authority to carry out the highest level of administration in PAS, provided it does not conflict with the party’s supreme policies and laws, in accordance with Clause 39(1) and Clause 39(9) of the PAS constitution.

“As for the implementation of PAS’ highest legal principles - namely the Quran, the Sunnah, as well as the consensus (Ijmak) of scholars and Qiyas - this responsibility is entrusted to the syura council in accordance with Clause 8(1) of the PAS constitution.

“The council is elected and appointed by the PAS central working committee, the PAS central ulama wing, the PAS central youth wing, the PAS central Muslimat wing, with additional members appointed by the syura council itself.

“Therefore, the syura council has no connection with administrative matters so long as they do not contradict the supreme policy,” he said in a social media post today.

Tension between Hadi, Hashim?

Hadi, who is also a member of the syura council, stated this in an open letter to PAS members in Perlis today.

The statement follows reports of tensions between him and PAS spiritual leader Hashim Jasin over the dismissal of three state assemblypersons linked to the Perlis political crisis, which ultimately saw Bersatu take over the state administration from PAS.

Hashim had earlier criticised the termination of the former assemblypersons’ memberships as hasty and carried out without referring to the syura council.

Elaborating further, Hadi said the responsibilities of the central leadership include appointing state commissioners and chief ministers or the menteri besar.

“PAS central selected the Perlis PAS state commissioner from among members of the syura council - the most honourable position within PAS.

“We conducted tabayyun (verification) regarding complaints from Perlis from the outset, shortly after achieving victory.

“The complaints concerned misconduct in morals and administration. Tabayyun must be carried out as it is commanded by Allah,” he said.

According to Hadi, PAS division leaders were also called to attend a hearing session concerning the complaints.

Without naming any individual, the PAS president said the meeting revealed that certain leaders had acted in ways inconsistent with party values and had openly expressed dissatisfaction with the party and state leadership.

“Some of them presented themselves as the most deserving of positions but were not appointed.

“There were those who portrayed themselves as the most qualified for posts that were not given to them.

“There were also reports of unethical lobbying that damaged PAS and the state government.

“There were also those who failed to understand the weaknesses of a newly formed state government, which could be resolved through administrative processes and corrections, as well as limitations in the jurisdiction of the state government,” he said.

Hadi added that PAS central ultimately placed high trust in the appointed state commissioner.

“What has occurred is a lack of walak (loyal obedience) to the party and a failure to obey leaders appointed by PAS central without a valid reason.

“Please engage in fair self-reflection on the importance of preserving unity within the organisation, ensuring that the movement of the organisation does not stall and that the enemy fails to seize the opportunity.

“The struggle must continue, for within the organisation there are many members who carry out their duties without seeking positions or rewards, acting sincerely for the sake of Allah,” he added. - Mkini
