The legal fraternity has expressed outrage over an incident where a puppy died after allegedly being hit twice by a Mitsubishi Triton in Port Dickson.
Asserting that facts of the case point to a “deliberate act of cruelty”, Rajesh Nagarajan, representing Lawyers for Animal Rights, urged authorities to investigate and prosecute the case under the Animal Welfare Act 2015.
He warned that any attempt to “reduce” the case to a mere property offence under the Penal Code would be a serious mischaracterisation of the law and a betrayal of the legislative intent behind the Animal Welfare Act.
A clip purportedly showing the vehicle in question driving over the animal before reversing and doing so again previously incited outrage on social media.
The government is targeting the development of at least 1,000 Madani Recreational Parks nationwide by 2030 to give communities greater access to recreational spaces.
National Landscape Department director-general Mansor Mohamad said 216 such parks were completed by 2025, while another 100 are being built this year.
“The average construction cost of a Madani Recreational Park ranges from RM400,000 to RM500,000, depending on the size of the site and the design developed.
“These parks are built within communities and residential areas to ensure that the facilities are easily accessible to residents,” Bernama reported him saying.
Mansor said the parks were designed based on the “universal design” concept, allowing people of different ages and backgrounds to use the facilities, including children, teenagers, adults, persons with disabilities, and senior citizens.
Social activist Lee Lam Thye has called for a stronger whole-of-society approach to tackling drug abuse among children, following concerns highlighted by the National Anti-Drug Agency over growing involvement among those as young as 10 to 14.
Lee said addressing drug abuse among children could not be left to parents alone, but required a concerted effort involving families, schools, communities, enforcement agencies and the government.
Lee Lam Thye He said the reasons children become involved in drug abuse are varied, including family circumstances, peer pressure, curiosity, emotional distress, exposure to unhealthy environments, and influence from older individuals or groups.
“Therefore, the society approach includes stronger parental engagement, school-based prevention programmes, counselling and mental health support, positive peer-led initiatives, community vigilance, and tougher enforcement against those who supply drugs to minors,” Bernama reported him saying in a statement today.
Lee described the reported increase as deeply alarming and a national wake-up call, saying it raised a fundamental question about how children at such a young age are gaining access to drugs. - Mkini
