In a statement, the company explained that the AFA functions as a "two-way mechanism" to adjust for changes in fuel costs and foreign exchange rates.
"When global fuel costs are lower, consumers benefit from a rebate rate, with the savings passed directly to their electricity bills.
"Since the implementation of the new electricity tariff, consumers have received AFA rebates for nine consecutive months, from August 2025 to April 2026," it said.
Conversely when global fuel costs rise, the difference is adjusted through a surcharge. TNB said the surcharge had been imposed since May 2026 due to the crisis in the Middle East.
The national utility company said that the AFA surcharge for September 2026 stood at 3.67 sen per kWh.
TNB said that since the AFA was introduced, consumers have received greater benefits, with a total of RM3.1 billion in AFA rebates compared with RM0.8 billion in AFA surcharges.
"The government has channelled an additional RM435 million through the Electricity Industry Fund (KWIE) to reduce the impact of the AFA surcharge on consumers."
Under the component, consumers with monthly electricity consumption of 600kWh or less are fully exempted from AFA charges, whether in the form of rebates or surcharges.
In addition, consumers within this usage range are also exempted from the eight per cent service tax and retail charges.
Under the new tariff, this group pays about two per cent to 14 per cent less compared with the previous tariff, depending on their level of consumption, added TNB.
"TNB would like to clarify that the AFA does not cause a sudden increase in electricity bills.
"Factors such as festive seasons, school holidays and working from home affect household electricity consumption patterns and, in turn, have a knock-on effect on monthly electricity bills," it said. - NST
