Save KL Coalition says it is no use hearing input from DBKL alone as it failed to gazette the plan by 2013.
PETALING JAYA: A residents’ group has called for the 2008 version of the Draft KL City Plan 2020 (DKLCP 2020) to be displayed for further feedback from stakeholders, including residents.
This followed a statement by Federal Territories Minister Khalid Samad, who gave the Kuala Lumpur City Hall (DBKL) one week to provide suggestions on whether to gazette the DKLCP 2020.
It was reported that while Khalid was in favour of gazetting the plan, he wanted to hear suggestions by mayor Mohd Amin Nordin Abdul Aziz and other top officials.
Save KL Coalition (SKL) deputy chairman M Ali said it was pointless to hear input from DBKL alone as it had failed to gazette the DKLCP 2020 by the original 2013 date despite spending over RM30 million.
“Who should be held responsible for this wastage of public money? Going around in circles again with DBKL is not going to result in any conclusion.
“As all 11 Kuala Lumpur MPs in Pakatan Harapan have committed to pursuing the gazetting of DKLCP 2020, they must now walk the talk. They have to convince and push for a conclusion,” he told FMT.
Ali also called on the federal territories minister to engage with SKL, which consists of several residents’ associations advocating sustainable growth and development.
SKL, previously known as the Coalition to Save Kuala Lumpur, spearheaded a unified citizens’ engagement with DBKL in 2008 on the DKLCP 2020.
“We went through a lot of discussions on the plan in 2008. After that, they made changes without getting back to us.
“We, along with other resident stakeholders, must ensure DBKL is using the correct version (version 2008) of the DKLCP 2020, with the feedback that was provided over a duration of time.
“Otherwise, DBKL may just table whatever suits it,” Ali said.
He added that all green and open public spaces must be protected and preserved.
“Ensure that environment zones are protected as we suspect there might be attempts to wipe them out. They must be restored in the plan if these have been already removed,” he said.
He also urged the authorities to make gazetting the city plan a priority.
“If the city plan is approved by the end of the six months, 2018 is gone.
“We will only have one more year, but the plan will last for the whole of 2020.”
In March 2017, Seputeh MP Teresa Kok said the failure to gazette the Kuala Lumpur City Plan 2020 would make Kuala Lumpur the most unplanned and congested city in the world.
Kok, who is now primary industries minister, also said the mayor’s announcement of the decision to scrap the plan in favour of a new development blueprint was tantamount to “giving the government a free hand to mess up the city centre further”.
Last year, Amin was reported to have said there was no point gazetting the original plan as 2020 was only three years away.
Instead, he said, DBKL was drafting a new blueprint known as the Kuala Lumpur City Plan 2050.
DBKL unveiled the draft DKLCP 2020 in May 2008.
However, after 10 years, the local authority is still amending the proposal based on feedback from the Public Hearing Committee, workshops and according to latest government policies. -FMT
