The Pakatan Harapan government has decided to keep the controversial National Civics Bureau (BTN), which has previously been accused of being a hindrance to national unity.
BTN is among the 26 department and agencies that continue to be placed under the Prime Minister’s Department (PMD).
Others retained were the National Security Council (NSC) and the Malaysian Department of Islamic Development (Jakim).
In a letter dated June 26 signed off by chief secretary to the government Ali Hamsa, the PMD has brought up the proposal to rationalise its 90 entities, which takes effect on July 1.
The government approved the overhaul plan after discussions between Ali and Prime Minister Dr Mahathir Mohamad.
Forty departments and agencies have been transferred to other ministries while five others have been merged.
Beside that, 10 departments and agencies have been abolished while nine others directly report to the Parliament.
Several NGOs, including human right watchdog Suaram, had called on the new government to dissolve BTN as it was a hindrance to national unity and critical thinking.
Putrajaya is currently reviewing the National Security Council Act (NSC) 2016 for possible amendment or repeal.
In its manifesto announced in March, Pakatan Harapan had pledged to abolish NSC Act and several other draconian laws. – MKINI
Forty departments under PMD shifted out under restructuring plan
A total of 40 government departments and agencies under the Prime Minister’s Department (PMD) have been transferred out to other ministries, effective July 1.
In a letter dated June 26, chief secretary to the government Ali Hamsa instructed that the restructuring of PMD be executed.
The proposal was brought up by PMD itself and discussed by Ali and Prime Minister Dr Mahathir Mohamad.
This decentralised processes will see Permata, an early childhood education and care programme under the patronage of Rosmah Mansor, the wife of former prime minister Najib Abdul Razak, being transferred to Education Ministry.
1Malaysia For Youth (1MFU), the brainchild of Najib, will be shifted out to the Youth and Sports Ministry.
The Public-Private Partnership Unit (Ukas) has been shifted to Finance Ministry while the Economic Affairs Ministry will receive the Bumiputra Agenda Steering Unit (Teraju), Federal Land Development Authority (Felda) and Economic Planning Unit (EPU).
The overhaul sees five economic corridors and regions being shifted to the Finance Ministry.
The Eastern Sabah Security Command has been moved to the Home Ministry.
The Economic Affairs Ministry also takes Statistics Department, Halal Development Corporation, Amanah Raya Bhd and Yayasan Ekuiti Nasional.
Malaysian Administrative Modernisation and Management Planning Unit has been moved to the Communication and Multimedia Ministry while the Malaysian Nuclear Power Corporation has been moved to Energy, Green Technology and Water Ministry.
The restructuring plan involved some 90 entities under the PMD, now reduced to 26.
Forty of the 90 have been moved out, while the remaining have either been abolished or merged. – MKINI
