Fadhlina says Education Ministry to study UPSR, PT3 revival

The Education Ministry is studying whether to revive the abolished Ujian Pencapaian Sekolah Rendah (UPSR) and Pentaksiran Tingkatan Tiga (PT3) examinations, its minister Fadhlina Sidek said.

The National Education Advisory Council will conduct the study, she said, which will then be presented to the cabinet before any decisions are made, Bernama reported.

“We will review the examinations as they remain a key concern among parents,” she explained.

Fadhlina added that survey reports and recommendations would also be submitted to the cabinet for consideration. The study is expected to begin soon, although no timeline has been provided.

The government had previously abolished UPSR and PT3 examinations for Standard 6 and Form 3 students, respectively.

In October 2024, Fadhlina announced that the government has no plans to bring back UPSR and PT3, or centralised testing.

This was despite Deputy Prime Minister Ahmad Zahid Hamidi raising the need to revamp the national education policy, including the lack of such exams for Standard 6 and Form 3 students.

Exam vs school-based assessments

Zahid made the statement after it was revealed that around 10,177 Sijil Pelajaran Malaysia (SPM) candidates in 2023 did not sit for the exam, and issues with reading, writing, and arithmetic were identified.

In a written parliamentary reply, Fadhlina said that school-based assessments remained the best option for students.

In November the same year, Fadhlina told the Dewan Rakyat that the abolishment of exams was aimed at reducing academic stress among students and preventing suicide.

She was responding to a question from Gopeng MP Tan Kar Hing about recent suicide cases among students, which some had blamed on stressful school curricula. - Mkini
