Property company director charged with three counts of cheating


IPOH: A property development company director has been charged in a Magistrate’s court here with three counts of cheating involving RM300,000.
Chang Kok Kheong, 60, pleaded not guilty and claimed trial after the charges were read out by an interpreter before magistrate Nabihah Mohd Noor.
According to the charge sheet, Chang cheated one Low Chong Ban, 57, by deceiving him into investing in a non-existent student condominium project named Segi Enclave and fraudulently receiving said amount as a deposit.
The offence took place out on Oct 4, 2012 at the Energiser Properties Sdn Bhd’s office at Jalan Sultan Abdul Jalil in Greentown, where transactions of RM100,000 each was made via three different credit cards belonging to Low.

The charge under Section 420 of the Penal Code carries imprisonment between one and 10 years, whipping and fine upon conviction.

Deputy Public Prosecutor Afiqah Izzati Mazlan asked the court for RM10,000's bail for each offence.
Chang’s lawyer Charan Singh said his client was one of the directors of the company, and that he was facing another charge in a different court.
“He has no reason to abscond, and thus I request the court to set bail at RM10,000 for all three charges,” he added.
The magistrate allowed bail at RM20,000 with one surety for all three charges and fixed Aug 6 for case mention.
On April 4, this year Chang was also charged in a Sessions Court here with criminal breach of trust involving RM100,000.-Star
