
MCA Penang has welcomed a directive by Penang police chief Datuk Dennis Lim Kwang Keng instructing all district police chiefs (OCPDs) to ensure police reports are accepted regardless of a person’s attire, ethnicity or background.
The directive follows public discussion over reports that some individuals had allegedly been advised to comply with dress requirements before entering police stations or lodging reports, prompting concerns that such practices could discourage victims from seeking assistance.
MCA Penang State Liaison Committee chairman Datuk Tan Teik Cheng said the move was a positive step that placed victims’ needs at the centre of policing.
“People go to police stations because they need help, protection and justice, not to be judged by their appearance,” he stated.
Tan said victims of crimes such as sexual assault, domestic violence, robbery, fraud and accidents often require immediate assistance, making it important for police reports to be recorded without unnecessary delays.
“It is unreasonable to expect victims, particularly those who have experienced trauma or are in distress, to return home and change their attire before seeking help,” he stressed.
He added that delays could have broader implications in certain cases, including the possible loss of important evidence that may assist investigations.
According to Tan, police stations should remain places where victims feel safe, respected and supported when seeking assistance.
“Any practice that discourages victims from coming forward, even unintentionally, may undermine efforts to combat crime and protect vulnerable members of society,” he noted.
Tan also expressed support for Lim’s emphasis on professionalism, integrity, community engagement and the use of technology to strengthen policing capabilities.
He said public confidence in law enforcement depended not only on effective crime prevention but also on accessibility, empathy and fair treatment.
“We hope this victim-focused approach will be adopted by police stations nationwide so that every victim can receive timely assistance and a fair opportunity to seek justice,” he added. ‒ Focus Malaysia
