Parliament kicks off tomorrow with expected debate on Dr M's UN speech


The second Dewan Rakyat meeting this year will commence tomorrow, and apart from Anwar Ibrahim's swearing-in as the new Port Dickson MP, the House is also expected to debate Prime Minister Dr Mahathir Mohamad's recent speech to the United Nations General Assembly. 
According to the Order Paper, Foreign Minister Saifuddin Abdullah will be tabling a government motion endorsing Mahathir's speech and approving for it to be the framework for the country's foreign policy direction.
The motion notes that Mahathir, in his speech to the UN General Assembly in New York on Sept 28, had stressed a non-aligned position on top of the country's stance on Palestinian statehood, the Rohingya in Myanmar and the trade war between US and China.
This motion sits atop the list and is followed by an administrative motion on government funds by Finance Minister Lim Guan Eng and another on a BN MP by Housing and Local Government Minister Zuraida Kamaruddin.
The motion on the BN MP, specifically Kinabatangan lawmaker Bung Moktar Radin, concerns unfinished business from the last Parliament sitting which ran from July 16 to August 16. 
In that sitting, Bung had used the 'F-word' against fellow lawmakers, and the motion seeks to refer him to the Rights and Privileges Committee for insulting the House.
There are also 16 others non-government motions, but they are unlikely to see the light of day as government affairs will take precedence.
In terms of legislative matters, three amendments are expected to be tabled for the first reading in the Dewan Rakyat.
They are the Street, Drainage and Building (Amendment) Bill 2018, Hire-Purchase (Amendment) Bill 2018 and Children and Young Persons (Employment) (Amendment) Bill 2018.
Anwar won the Port Dickson by-election by a landslide yesterday, securing a larger majority despite a lower turnout. 
He received 31,016 votes, winning with a 23,560-vote majority. PAS received 7,456 votes, while former Negeri Sembilan menteri besar Mohd Isa Samad, who contested as an independent, obtained 4,230.
Four other independent candidates received less than 800 votes collectively – Stevie Chan (337), Lau Seck Yan (214), Kan Chee Yuen (154) and Mohd Saiful Bukhari Azlan (82).
Harapan won by a 17,710-vote majority in the last general election. The turnout in the by-election was 58.25 percent compared to the 83.16 percent seen during the 14th general election.
The latest Parliament sitting will continue until November 29.
The new Pakatan Harapan government's maiden budget will also be unveiled during this sitting.
