Manifesto: Harapan to loosen reins of power in first five years



Pakatan Harapan's manifesto for the 14th general election, which is set to be unveiled tomorrow, will introduce measures to devolve power at the federal and state levels – including term limits for elected leaders.
The opposition coalition's detailed manifesto will contain 10 promises to be achieved within the first 100 days and another 60 long-term promises to be delivered within five years should it come to power after the polls.
In a preview of its long-term plans shared with Malaysiakini, Harapan's devolution of power proposal is not only for East Malaysia but also various institutions.
To this end, the opposition coalition is expected to announce a proposal to impose a two-term limit at both federal and state levels.
If BN successfully retains power in the next general election, Najib Abdul Razak will enter his second term as prime minister – or third, if taking into account his assumption of the post after Abdullah Ahmad Badawi's resignation in 2009.
As for Harapan leaders, PKR deputy president Azmin Ali will enter his second term as Selangor Menteri Besar – but the first under his own mandate at the election – if the coalition retains the state.
In Penang, DAP secretary-general Lim Guan Eng will enter his third full term as chief minister.
It is unclear how this manifesto could impact Lim if Harapan wins in the state.
Harapan is also expected to announce measures to empower the civil service, which has been under the tight grip of BN politicians.
It will also announce reforms to key institutions to ensure their independence and undo the current blurred separation of powers.
Harapan’s long-term manifesto will also likely include measures to decentralise power to Sabah and Sarawak, a move long promised by the opposition coalition.
The full details of the manifesto will be revealed at a ceremony tomorrow night attended by Harapan's top leaders. Mkini
