Outgoing IGP: Police against IPCMC


KUALA LUMPUR: The police force does not want to hand over the power to take disciplinary action against its personnel to the proposed Independent Police Complaints and Misconduct Commission (IPCMC).
Inspector-General of Police Tan Sri Mohamad Fuzi Harun (pic) said that about 130,000 serving police personnel and retired personnel had voiced their opposition as a whole on the matter.
“The IPCMC wants to take over the powers of the Police Commission (SPP) under Article140 of the Federal Constitution on issues regarding disciplinary action and investigations.
“We will register our opposition on this matter and have written a letter to government leaders,” he told reporters after launching the PDRM Mess Book at Bukit Aman on Thursday (May 2).
He said a committee comprising the Persatuan Pegawai Kanan and Pegawai Rendah Polis (the senior and junior police officers associations) held a meeting and had decided to meet with Prime Minister Tun Dr Mahathir Mohamad to express their opposition.
Meanwhile, Persatuan Pegawai Kanan president Senior Asst Comm Sulaiman Yahaya said their main contention was on the IPCMC taking over disciplinary powers.
“What is the point of having the Integrity and Standard Compliance Department here?
“The main reason we are opposing this is because it (the IPCMC) is an outside body.
“It may not have all the information that our Police Commission has before it takes action against personnel,” he said, adding that he was against the IPCMC as a whole.
SAC Sulaiman said they would accept the IPCMC if its role was to monitor the police force and give suggestions on improvements that need to be made.- Star
