Selangor moves to set clear rules for pet-friendly malls

 

SELANGOR plans to draft clear guidelines on allowing pets, especially dogs, in malls and selected shopping outlets, responding to growing demand from pet owners.

Selangor government and tourism committee chairman Ng Suee Lim said the state needed “black and white” rules on whether dogs could be allowed in certain public places.

State leaders say formal rules will help balance hygiene, safety and public concerns while preventing legal confusion. Ng said rising demand from pet owners to bring dogs on outings reflected a global move towards pet-friendly spaces.

A Petaling Jaya mall recently reversed its indoor pet-friendly policy following intense backlash, complaints regarding religious sensitivity and hygiene concerns. The U-turn occurred after the Selangor state government reaffirmed a ban on pets in indoor malls, restricting pets to designated outdoor areas.

A roundtable with councils and animal groups is planned. Dog owners broadly welcome the move, stressing responsible behaviour, leashing and mutual respect. Meanwhile, Selangor and Petaling Jaya City Council are being sued over a bylaw banning dogs in high-rise residences.

Former Olympian Noraseela Khalid further argues that the 2007 bylaw is unlawful and exceeds legal authority under federal laws. Her suit challenges the blanket prohibition, saying it is arbitrary and aims to benefit animal lovers nationwide. —  Focus Malaysia
