PAC to scrutinise Tabung Haji's follow-up action on RCI findings

 

The Public Accounts Committee (PAC) will launch proceedings to scrutinise weaknesses in the governance, finances and investments of Lembaga Tabung Haji, following findings by the royal commission of inquiry.

Stressing that it is the PAC’s duty and responsibility to do so, committee chair Mas Ermieyati Samsudin noted that more questions have surfaced after the release of the RCI report on July 29 and its subsequent debate in the Dewan Rakyat during a special sitting on Aug 11, 2026.

In a statement today, the Masjid Tanah MP said the PAC, after its review of the report, regarded the RCI’s findings as “extremely serious”, warning that they could erode Muslims’ confidence in TH if left inadequately addressed.

“At the same time, the PAC wishes to stress that the proceedings are not intended to repeat the RCI’s comprehensive investigation.

“Instead, they will focus on the actual status and progress of the implementation of the RCI’s recommendations, in line with the PAC’s core functions,” she said.

The title, terms of reference and list of witnesses for the proceedings have yet to be finalised, Mas Ermieyati (above) said, adding that the PAC would convene a special meeting to determine these matters.

Transparent, fair proceedings

As part of its investigation, the committee will refer to documents including the RCI report, auditor-general’s reports and audit reports prepared by PricewaterhouseCoopers (PwC).

Mas Ermieyati said the PAC was committed to conducting the proceedings transparently and fairly to ensure accountability in the management of public funds and restore depositors’ confidence in TH.

She also noted that the PAC had previously investigated major and sensitive matters, including 1MDB in 2016, RM19.4 billion in outstanding goods and services tax refunds in 2019 and the littoral combat ships procurement in 2022.

The LCS proceedings, she added, were initiated after the PAC received a report from the Governance, Procurement and Government Finance Investigation Committee in 2019.

Deputy Prime Minister Ahmad Zahid Hamidi had yesterday backed calls for the PAC to scrutinise Tabung Haji’s management after 2017, saying the bipartisan committee was better suited to conduct a follow-up probe than setting up another RCI.

Zahid said such a probe could clarify what happened during the period and address public perceptions surrounding the fund’s governance.

The proposal was raised informally by several MPs who attended the “Reality and Perception: Don’t Politicise Tabung Haji” forum in Kuala Lumpur, which discussed issues highlighted in the RCI report covering TH’s management and operations from 2014 to 2020. - Mkini
