Applicants must demonstrate "adequate knowledge of the Malay language" and have resided in the country for at least 10 years, according to Article 16 of the Federal Constitution.
Johor NRD received the second highest number of applications (6,166), in which only 1,753 were successful (28 percent) while 2,990 were being processed (48 percent).
This was followed by Sabah, which received 4,578 applications, of which 817 were approved (17 percent).
This was revealed by the Home Ministry in a parliamentary written reply to Bakri MP Er Teck Hwa of DAP.
The list outlined the total number of applications and approvals by NRD offices in 13 states and three federal territories.
Interestingly, Perlis had the only NRD office where the number of successful applicants (226) outnumbered the applicants with pending applications (219).
