Minister reveals 'sick' hospital projects behind schedule



Health Minister Dr S Subramaniam has revealed the status of several "sick" hospital development projects.
"Sick" projects refer to projects where development work is late by two months, or 20 percent of the set schedule, whereby the contractor is unable to improve its performance.
Subramaniam was responding to a written parliamentary question from Pengkalan Chepa MP Izani Husin, who asked for the causes of "sick" hospital development projects.
Among the factors for the delays, Subramaniam (photo) said, were lack of workers, changes due to site conditions, weak development management strategy by the contractors, construction work that does not follow the plan and incompetent contractors and sub-contractors.


The Health Ministry and the Works Ministry, which was appointed as the technical agency, have attempted to send reminders and warning letters to the developers, he said.
A pre-qualification method
They also had targeted monitoring, held weekly coordinated meetings and reviewed work programmes to ensure the contractors were following the planned recovery plan.
Subramaniam said they have also come up with a pre-qualification method to ensure competent contractors are appointed for future projects.
The "sick" hospital development projects as revealed by Subramaniam are as follows:
1. Hospital Sri Aman
The total cost so far is RM221,590,255.
It is now expected to be completed by Oct 25, 2018. It is 218 days behind schedule.
2. Hospital Petrajaya
This project costs RM500,000,000 and is estimated to be completed on June 30, 2018. It is 410 days behind schedule.
3. Hospital Rembau
This project was initially estimated to cost RM96,969,582.25, but its current cost is RM93,940,744.35.
It was meant to be completed by Sept 8, 2016. Currently, they estimate it will be completed by Dec 29, 2017. It is late by 477 days.
4. Hospital Bera, Pahang
The initial cost for this project was RM88,000,000, but the actual cost is RM86,481,087.
Originally, it was meant to be completed by Jan 9, 2015, but instead it was finished on Nov 29, 2016.- Mkini
